There Are 3 Types of Appeals:
Written Representations
Informal Hearing
Public Inquiry
These are different processes. Written representations are generally the simplest and fastest; informal hearings are a little bit more complex, where all parties sit in front of the Inspector to present their cases; and a public inquiry is more complex and court-like involving legal counsel.
